Monthly at Plan averages every input over a month: weekly food times 52/12, biweekly bills times 26/12. Nothing in it varies by which month it is.

Annual at Plan is twelve times that. An extrapolation of the plan, not a projection of anything observed — it moves only when income, bills or a budget moves.

The named month counts what actually lands in that month: the paydays it really has, the bills dated in it, and the number of food weeks it contains. It is the only row that changes with which month you are reading.
